[Hpr] HPR: RFC Changing show to CC-BY-SA

For the record, shows which I did specifically for HPR are fine to be licensed CC BY-SA.  Episodes syndicated from my other podcasts, QSK and Linux in the Ham Shack, should remain as they were released, CC BY-NC-ND.
