[Hpr] [SPAM] HPR Menus are not accessible

What about an HTML side bar on the left of the site, listing links in an
unordered list? Put it in a div or a <nav> tag, push it to the top or
the bottom of the page on a mobile screen (and I notice that text
browsers tend to mimic mobile rules).
