I have been looking at this on and off since this discussion started and
the problem (aside from the unbelievable lack of a working screen reader
native to KDE), is that we can't have our cake and eat it.

TL;DR summary "ul li.hover" which we use doesn't work with the tab keys.

OK their solution was to use javascript to make it accessible.

A lot of our community don't like javascript.

To satisfy both requirement I don't see any other way to resolve this
than scrapping a general menu for every page for something like a two
row table. With the second row been assembled using php depending on the
page.

If anyone else wants to look at this, then be my guest.

I suggest orca + firefox + noscript
